It's absolutely shocking, but the legislation to limit Senate terms to 8 years has been stalled in the...wait for it...Senate.
Just before their summer break, the Senate decided to refer the bill (S-4) to a committee of Senators instead of giving it Second Reading (approval in principle) (Source).
Aparently, the Senate doesn't think that limiting their terms, even though S-4 exempts present members of the Senate, isn't a good idea, and that they need to study it more before approving the principle of the idea.
Traditionally, bills are studied by committees after they are given second reading, not before.

Um ... you might want to amend that third paragraph.
"Apparently, the Senate doesn't think that limiting ... isn't a good idea" translates as "the Senate thinks it's a good idea," in which case you need a "but" for your conjunction.
Double negative, you see.
Perhaps the Senate should strike a committee to study the shocking decline the the level of grammar among Canadians! :)
